“Destructive Coordination, Anfal and Islamic Political Capitalism: A New Reading of Contemporary Iran”

Chapter Seven of the book “Destructive Coordination, Anfal, and Islamic Political Capitalism” first examines previous privatization campaigns, their failures, and their role in transferring state assets to the non-state public sector. It then analyzes the objectives, process, and outcome of Khamenei’s “privatization” decree.

By identifying the non-state public sector as the primary beneficiary of privatization, the chapter critically examines the misleading definitions of this sector in the civil laws of the Islamic Republic of Iran to reveal the major role of Anfal (state-owned assets) and the IRGC (Islamic Revolutionary Guard Corps) in plundering public resources.

Finally, it demonstrates how the dominance of Islamic political capitalism has led to a decline in the role of market coordination, command (authoritative) coordination, and cooperative coordination compared to destructive coordination.
